Kurdistan iracki u progu XXI wieku (The Iraqi Kurdistan on the Eve of the 21st Century), Księgarnia Akademicka, Kraków 2009, a monograph on historical and political situation in Iraqi Kurdistan.

 

The book deals with the international circumstances of so called “Kurdish issue” in Iraq since the beginning of XX century until 2009. The Iraqi Kurdistan Region is an autonomous region which prides itself on political and economical independence unlike other parts of Kurdistan: Turkish (northern), Iranian (eastern) and Syrian (western). After years of a struggle for independence, and uprisings against the oppressive authorities in Baghdad, the Kurds had a chance to build their own politically independent government, parliament and army in 1991. But only after the invasion of the pro-American coalition in Iraq in 2003, the real development of the region was set into motion. Consequently, the Kurdistan Region has stepped into a new and prosperous age. The political situation of the Kurds was improved by the unification of the administration of the Kurdistan Region agreed in 2006. The Iraqi constitution of 2005 has been a success as far as the Kurds are concerned. The document affords power to the Kurdistan Region in relation to legislation, economy and security.

 

Most importantly, it recognises the region as a federal one (art.117), which has its own parliament, president, government and may be represented abroad. It also has the right to maintain its peshmerga soldiers and the Iraqi army has no right to enter the Kurdistan Region without the consent of the Kurdistan parliament. Autonomy is now evident in the region, with the agreement of the most important parties in Iraqi Kurdistan concerning the priorities of KRG, economical growth and the development of foreign affairs, diplomatic as well as trade. On the other hand, however, some matters remain unresolved, for example, the opposition of its neighbours towards its reinforcements and taking over Kirkuk, which in fact could define the economic foundation for an independent Kurdish state, or the USA criticising the notion of Kurdish independence. In this situation it is hard to say if there is a realistic chance for an independent Kurdistan. The real benefits concerning KRG are achievable within the framework of the constitutional autonomy.
